“It’s so annoying; we are even tired of this people, ah! What they are doing is needless, and they know," Policy think tank, IMANI Africa boss vented his frustration and described as needless government’s decision to introduce double tracking system in Senior High Schools to accommodate the surge in students’ population.
Franklin Cudjoe also described as “cantata” some policies by the Nana Addo-led administration in Ghana’s education system.
“They will just wake up one day and go and talk to some professor and the professor will start talking on radio that we want to do multi-track. The following day, the ministry will then say ‘I think we have to do multi-track’. Look, policy work is not like cantata. They are jokers,” he said in an interview with NEAT FM’s morning show ‘Ghana Montie’.
A total of 362,118 first-year students from public Senior High Schools across the country are currently benefiting from the government’s fee-free education policy since its inception - 117,692 are day students with 244,426 being boarders.
Based on last year’s enrollment, the government has projected enrollment figures for 2018 to stand at 472,730 against available seats of 290, 737 leaving a gap of 181, 993 to be created in order to accommodate the expected number of enrollment.
The double tracking system, according to the Ministry of Education will offer students more instructional and contact hours with teachers.
But, Franklin Cudjoe is totally against the policy – according to him, “It doesn’t make sense”.
He continued, “Why don’t you if you really insist on doing this . . . use a voucher system so that you give vouchers to parents up to a certain amount to choose which schools they [parents] want [their kids] to go to."
“Education is not like vaccination you give, you have to prepare the environment. So what? People go in and then some people sit at home and then what happens? Is it a shift system? At IMANI we are just fed up,” he added.
Franklin Cudjoe also threatened a demonstation against government if the policy is not reviewed.

Seriously, this IMANi man is getting on my nerves. He thinks he is the only person endowed with wisdom. Kwaku Ananse who thought he had been given all the wisdom in the world later on found out that he does not know anything. The other day it was that, the students failed the WEASSCE exams because of the free SHS. Can you imagine that. Clearly he is short of ideas.
This government headed by Nana Addo has become a "science lab" where Ghanaians have become the "objects" for all kings of experiments in the field. The cedi keeps depreciating, no new registration for NHIS, free SHS (which actually benefits the well to), because most of the "elite' SHS's are populated by students from private JHS's who have the means to pay, much to the detriment of the under resourced public JHS's. Nothing seems to be working for the vast majority of the populace who really need this government interventions. GOD SAVE THIS DEAR NATION OF OURS. Service to the people is gone with the wind.
Mr. IMANI, what do you suggest should be done to get most of these young ones educated, considering the huge numbers and deficit of infrastructure in all second cycle schools in the country? And, the time it will take to develop infrastructure throughout the country before schools would operate properly?nd what will happen to these children if they have to stay at home, for God knows when, before we are satisfied with school facilities, for the children to go to school. Please, Mr. IMANI, bring out durable ideas and minimize your criticisms. You are a Ghanaian and you must help your country. Remember, a lot of people have acquired higher education in this country by undertaking sandwich courses.
Franklin, you are getting too annoying with your 'all knowing' attitude. You are the only sensible person in Ghana. Clap for yourself
Mr Franklin Kudjo, please what is the best alternative if you see the government as jokers. It seems you have become a talkative think tank with no policy in your tank. Please put your ideas on paper and help whichever government in power to make Ghana a better place rather than criticising all the time. Please draw your policy guidelines on issues that you think people are joking with with so that with your sound argument through your policies, you can help reshape the direction of governance in the country. Looking forward to seeing your alternative policies soon. God bless mother Ghana.
Keep up your good work Franklin. It seems this government is bereft of ideas. The Minister for education should be called Minister of arrogance. No piloting of a policy which has not be implemented before in the sub region and you force it down our throats claiming it has been implemented in Japan, Australia etc. God have mercy.
