Managers of the National Pensions Regulatory Authority (NPRA) have been told by the Auditor-General to step up their effort to recover a cash amount of GH₵47,569.62 that was advanced to Sam Pee Yalley and Bill Alogo Aedo, all former officers of the Authority.
Mr. Yalley, a former Acting Chief Executive Officer of the NPRA was advanced with a cash amount of GH₵32,748.00 while Mr. Alogo Aedo took GH₵14,821.62 from the Authority.
The money, according to the report of the Auditor-General on the public accounts of Ghana – Public Boards, Corporations and other statutory institutions for the year ended December 31, 2017, were advanced to the duo but failed to pay back after their resignation from the Authority.
However, the Auditor-General did not fault the two for failing to pay back the money advanced to them. Instead, managers of the Authority were cited in the report for failing to ensure that Mr. Yalley and Aedo honor their debts obligations to the Authority before accepting their resignation.
According to the Auditor-General, should the Authority fail to recover the money; they would be denied funds for their planned activities.
In addition to that, the Auditor-General recommended that the authorizing and approving officers whose inaction resulted in the lapse should be surcharged with the amount should they fail to recover the GH₵47,569.62 advanced to the two former officers of the NPRA.

I don't endorse the auditor general's decision to fault the managers of the authority whilst Sam Pee Galley is made to appear blameless. He is the culprit and must face the music.
*RESPOND FROM FORMER AMBASSADOR SAM P. YALLEY TO A FALSE PUBLICATION ON Ghanaweb* My attention has been drawn to a publication on Ghana Web to the effect that l am indebted to the National Pensions Regulatory Authority ( NPRA) in which l served as the Chief Executive Officer. I decided not to comment on this falsehood because l do not owe the NPRA any money as alleged. But due to the numerous calls and messages l have received on this matter, l think l owe myself and my reputation and all Ghanaians a duty to explain what are the actual facts and the truth about the matter. I was employed with the NPRA in and around 2010 and myself and the entire staff worked for close to 8 months without being paid any salaries or allowances. ( This was the hard formative days of the NPRA). After persistent appeals to the Board, the Board finally agreed that, all the staff members should be advanced some monthly allowances pending approval of a budget and allocations of funds by and from the Ministry of Finance upon recommendations of the Fair Wages Commission. It was also argued by the staff that should the arrears of salary be paid Staff should be allowed to refund payments by installments since most if not all of us availed ourselves with loan facilities from a financial institution to survive during the difficult times. Management agreed to this proposition and those who had not attracted huge sums of interest on their loans paid outright whereas those including myself who had attracted large sums as interest availed our selves with the opportunity to pay by installments. In the course of 2014 an audit was conducted and they questioned the authorisation of the advance and repayment arrangements and management fully explained the issues and consequently requested Management. They however advised Management to retrieve all unpaid installments in accordance with the Repayment agreed arrangement. I no longer work at the NPRA and will not know which of the staff carries an unpaid installment, but it is instructive to state that l Sam Pee Yalley have fully paid every pesewa of the money advanced to me For the avoidance of doubt l have included the Phone number of the appropriate and relevant authority on this matter at the NPRA for any person so interested in this matter to follow up. But l m not worried in any way form or shape about this matter because it's not true in substance. Please call *0577737825* for confirmation if you find it necessary. I have balanced the amount of hard work and dedication to the job given me at the NPRA as its CEO and the privilege of serving as the CEO of the NPRA and my Joy and pride in being the first CEO of NPRA to successfully implement the New Pension Scheme and build the NPRA from scratch, with this little untruth and feel that it does merit my headache. I have always believed that to borrow and owe is more honourable than to steal money from the state l carry no shame whatsoever for owing the NPRA under those trying circumstances. Does this constitute willfully causing financial loss to the state? If yes, then he must be jailed in addition to paying up.
i think till now, the most competence and selfless man appointed by mahama is this Auditor general. should he continue with this good attitude, he may stay for a long time without been forced to tender in resignation like the IGP, BOG governor etc. if people with long work tenures will think about the country and not to favorrr their appointing authority, Ghana will move far. i wish the special prosecutor comes in, the AG & AG iee attorney general and auditor general forward to him or her cases like these and am sure the supreme court with JSC Dotse, anim yeboah, julius ansah and the eagle woman sophia will legally give back Ghana our money. if you wanna see how Ghana is rich, take the pain to visit the harbour, read loan agreements from thr executive to the legislature and funds at some state institutions like the DVLA, if such money are taken, free SHs MAY EVEN EXTEND TO UNIVERSITIES, college of education etc. thumbs up mr AG, hope and praay you continue ya good work

the time for chop chop and going free should end. All these people used political connections to make Ghanaians poor and they turned around and accuse other people for causing our poverty. We are tired of these people. The auditor general's recommendations should be carried out to the letter. State agencies MUST STOP allowing its executives to steallll money and turn around and blame 'we the poor people of Ghana' for making the country poor. Nkwasiiiasem!!!
