Quartey, 23, left French outfit Nice following the cancelation of his contract by mutual consent in January due to lack of playing time.
He failed to establish himself at the club since he joined them in 2009 from South African side Kaizer Chiefs.
The former Ashantigold central defender is now a free agent and in search of a club and the Kumasi-based side has identified him as a possible replacement for Awal Mohammed who is expected to join an European side at the end of the current campaign.
With Kotoko in pole position to clinch their 22nd league title, boss Maxwel Konadu wants to block all the loopholes as they look to life in the African Champions League next season and the former Ghana Under-17 player touted as a good purchase.
Quartey has nine caps for Ghana and his last call-up for the Black Stars was in November 2009 when they played Mali in the 2010 World Cup qualifiers.
