The decision by President John Dramani Mahama to scrap the allowances of Colleges of Education and make the students pay their fees just like other tertiary institutions is a lousy one, according to the former New Patriotic Party (NPP) Member of Parliament for Ahafo Ano South Constituency, Hon Balado Manu.
