Dismissed Vice Chancellor and five principal officers of the University of Education-Winneba have said that no court has found them guilty of any procurement or financial malfeasance.
According to the officers, they have tried very hard not to publicly comment or say anything about the subject in spite of the huge demand from families, relatives, colleagues and friends to do so.
In a press release, issued by the five, they stated that they have lots of respect for courts handling the issue and would continue to do so, adding that they have remained silent for two main reasons.
The officers mentioned that a press release, published on pages 88, 89 & 90 of Wednesday, 20th December, 2017 Edition of the Daily Graphic, extensively explained all the issues and established very clearly that they followed every single step and procedure required by the Laws/ Rules/ Regulations of Ghana and the University of Education, Winneba in the award of all procurement contracts that we signed.
They said “As individuals, we have not been taken to any court and no charges have been brought against us. We have also not appeared before any court or been heard by any court on any charges. It is not true that the Vice Chancellor, Professor Mawutor Avoke and the Finance Officer, Dr. Theophilus Senyo Ackorlie were found guilty of procurement or financial malfeasance by any court.
Professor Mawutor Avoke hinted that the University has since February 2018 caused adjournments of the case using various strategies, including avoiding services, submission of medical reports to excuse their lawyers from attending to court and other counter applications adding that the University had as at the last court sitting, not filed a defense to their (the five officers) application for judicial review
They said that at the last hearing on the 14th and 15th of August, 2018, the cases were adjourned to the 17th and 22nd October, 2018 respectively.
The five stated that they were very surprised that in spite of the pendency of the suits at both the Supreme Court and the High Court in Cape Coast, the University Council still went ahead and dismissed them using the very same procedures and citing the very same reasons which were pending in the courts.
The officers maintained that they have not breach any laws or regulations in Ghana or in the University, stressing that they demonstrated it very clearly and explicitly in a publication of 20th December, 2017 in the Daily Graphic, pages 88, 89 and 90.
They said “We informed the Disciplinary Board through our Lawyers, Atuguba & Associates, that we were unable to honour their invitation at that time because there were pending suits at the High Court in Cape Coast concerning the very thing they were seeking to invite us to participate in.
“If it is true that we occasioned breaches and irregularities in the award of contracts, why were these contracts not terminated by the Council and Management after they assume office for more than one year”? They quizzed.
They however, assured their families, relatives, colleagues and friends that they are innocent of all the allegations against us and will wait for the verdict of the courts adding that they completely disagree with the purported dismissal as was communicated to them and reported by the media.
The governing council of the University of Education, Winneba, had dismissed five principal officers of the institution following an emergency meeting.One other official had her appointment terminated.
The five are the Vice-Chancellor who was serving a suspension, Professor Mawutor Avoke, Finance Officer, Dr Theophilus Senyo Ackorlie, Daniel Tetteh, Mary Dzimey and Frank Owusu Boateng.
They were interdicted in July 2017 by the UEW governing council to allow for investigations after it emerged that some vital documents at some offices at the centre of an ongoing investigation had gone missing.
Subsequently, in January 2018, lawyers of the five wrote to the University Council, demanding their immediate reinstatement.

The finance officer Theophilus Arkoli after given out contract becomes the supplier of building materials to the contractors, he established an insurance company and directed that all uew vehicles must be insured by his company is this not conflict of interest? what did the boot lickers say, because thay were enjoying the crumbs that were left by their masters. All these were happening when Prof.Avoke was looking on unconcernedly because he was enjoying his illegal appointment as a VC and also the his position was speared headed by NDC members in uew lead by by the finance officer, when the then Illegal governing counsel felt reluctant to appoint Avoke they were threatened with dissolution so they nominate him for appointment. When all these things were going on Afenyo Markin warn them several times even in the floor of parliament but they scolded him thinking the university was autonomous nobody can touch them not even the Government and also their party was in power so no burga wire, meanwhile they know that this same Afenyo Markin and his client had taken EC to the supreme court on the grounds that the EC did wait for a setting bill to mature in parliament, but the EC thought nobody can take them to court because citizens have no locus to take them to court. But the the supreme court rule that since that institution belongs the the state any citizen can take them to court. so their argument in the winneba high court was dead on arrival, if their dead they should remain in their grave because they are corrupt period.

The Council Chairman of UEW, Prof Abakah, after leaving office as Pro Vice-Chancellor in February 2014 wanted to become the Principal at Ajumako Campus. He was not given, because the University rules do not allow persons on retirement to hold such offices of responsibility. He was instead given Head of Department position for Akan-Nzema Department in August 2015 by the then Vice-Chancellor, Prof Asabere. Prof Abakah rejected the offer and wrote a very bad letter to the Vice-Chancellor returning the benefits associated with the Head of Akan-Nzema Department. He however accepted to lecture in that department. In September 2016 he did not work at the department. When the Head enquired about his absence from work, Prof Abakah informed the Head of Department that he was ill. He is yet to produce a medical report to support that. Because he did not work in September 2016, he was not paid. He wrote another letter to the Vice-Chancellor requesting his September 2016 salary with interest. It was in this same September 2016 that he was looking for job at Jayee College, got it and even had meetings with staff of Jayee where he was officially introduced as the new Principal from October 1st. He then assumed duty as Principal of Jayee College in October 2016 an institution which is affiliated to UEW. When he left office as a Pro Vice-Chancellor, he was paid his benefits as approved by Council. This was paid into his bank account at GCB which he provided for the payment of salaries and benefits. Six months after the payment into his account, he wrote a very strong letter to the Vice-Chancellor demanding this same payment. When he was reminded that the payment was made into his GCB account about 6 months before his letter, he wrote another letter to criticise the Vice-Chancellor and the Finance Officer for not notifying after the payment into his bank account. He said they were inefficient. His insurance standing order deductions were done and paid to his insurance company as he directed but he later wrote again to the Vice-Chancellor complaining of non-payment of this same insurance premiums. Prof Abakah, The current Chairman of the UEW Council has long established himself as the number-one enemy and critic of the Prof Asabere led management of UEW as well as the Avoke led management of UEW. How, this long time enemy becomes, the Chairman of UEW Council, only God knows. How can a sitting Principal of Jayee College an institution which is affiliated to UEW become the Chairman of the UEW Council?
