The creation of a ministry for railways development by the governing New Patriotic Party (NPP) is superfluous, the former deputy minister of transport, Joyce Bawa-Mogtari has said.
President Nana Akufo-Addo argued the creation of the portfolio will transform the sector. He thus nominated the Member of Parliament for Essikado-Ketan, Joe Ghartey as its Minister-designate.
But Mrs. Bawa-Mogtari thought otherwise, stating during an interview on Accra-based Class FM Thursday that the ministry could have been placed “under the ministry of Transport.”
She went further to explain that the move was not economically viable as there are only two companies serving directly in the sector; the Railways Development Authority and the Railway Company Limited.
“I do hope that there is a good reason [for creating the new ministry] other than just creating jobs for appointees or jobs for people,” she said.
Meanwhile, the Railway Workers Union welcomed the creation of the Ministry.
According to its Secretary, Goodwill Ntamah, the move would create loads of jobs for Ghanaians.
“…The president has done well with the creation of the railway ministry. The minister who has also been designated knows much about the sector, he knows the history and the challenges confronting the sector and the workers. We the workers of the railways know him very well and, so, I am happy that he is the one who has been designated to handle the sector,” he said.

What about the ministry of communication and information. Are they not duplicatory and superflous too? Is the ministry of Zongo whatever important. Why not create another ministry for the Ga -Adangbes and Krobo confederacy. Hey the ***barred word*** of the public purse has begun.

Does this former Minister of Transport understand the key rationale behind this creation? Yes in terms of money,in the short-term you would think that there is a waste but if the department is too large for a minister then you lose local expertise. The newly-appointed person will give Ghana value for money in the long-run. How? After 60yrs of independence we are still using or not using the same railway lines(or infrastructure) and carriages. We fail to recognise that in the Industrialised Countries railways carry heavy and large goods. So accidents and breakdowns on roads are kept to the minimum ( external Economies of scale advantages are being applied consistently). Pl look at what is happening on Ghana roads at present. Crucially if you look at the Ghana map critically you will note that railway lines do not extent to all parts or regions or districts of the country. This is after 60yrs of independence. Why? This is part of the forward-thinking of the NPP govt. The new minister must extend or build new lines to go to all parts of Ghana. This will aid the 'one district and one factory concept' The economic advantages will more than counter-balance the costs and all the related disadvs. Well done Akufo Addo!!!!!!

jobs, jobs and jobs and food carting to urban and inner cities. we need such transport for a very long time. none of the ndc govts had ever thought of making railway a viable entity to help the need of an ordinary man in the country. we know akuffo addo will candidly do what it takes to make ghanaian people smile again..............

Hitherto, all ministerial appointments by past presidents in Ghana had been done on the quiet. There is a paradigm shift here. Nana, in a press conference announces his ministers, stating reasons for his choice, including their educational, professional and career experiences. This is obviously a novelty which is a clear departure from convention.
