Next Monday, April 17, 2017, will mark 100 days since President Nana Addo Dankwa Akufo-Addo took over the administration of the country.
But even before Akufo-Addo crosses that period, the Center for Democratic Development, CDD-Ghana, has registered its displeasure with some decisions taken by government.
CDD Ghana in a statement released on Wednesday, although commended government for speedily assembling its team in real time, it was not happy with the number of ministers the President appointed.
According to CDD Ghana, the 110 ministers assembled by the President will put pressure on the public purse. “CDD-Ghana feels badly disappointed by president Akufo-Addo’s decision to appoint 110 ministers. It flies in the face of the president’s own declared commitment to protect the public purse as well as its longstanding good governance advocates’ campaign for meaningful reduction in the size of government and resultant government spending. We believe that the appointments of so many politicians to manage the state bureaucracy will further deepen its politicisation and undermine its authority,” statement added.
CDD-Ghana was also not happy with government’s seeming silence on attacks perpetrated by some vigilante groups affiliated to the NPP, namely Delta Forces and Invincible forces. “First, the many instances of NPP-affiliated vigilante groups’ forceful takeover of state assets and public facilities (including toilets, toll booths, school feeding programs, etc.) and the unlawful seizure of vehicles of members of the previous administration put a dent on the hitherto smooth transition process.
Worse still, the failure of government, and law enforcement agencies to deal decisively with the NPP-affiliated vigilante groups, mainly the Delta and Invincible Forces, that invaded sensitive government installations such as the passport office and Tema Ports and Harbor, appears to have encouraged the recent brazen attacks on the Ashanti Regional Security Coordinator and a Circuit Court in Kumasi, by the so-called Delta Force.”
CDD-Ghana further chastised government for hurriedly sacking Metropolitan, Municipal and District Chief Executives as well as heads of some state agencies. It added that, such practices are inconsistent with good corporate governance practices.
“We are also disturbed by the continuity in practice after electoral turn-overs whereby the chief executive officers and senior managers of public agencies and parastatals are summarily removed or asked to ‘proceed on leave,’ and to handover to a caretaker officer/acting CEO.
Such actions are inconsistent with good corporate governance practices, it fosters politicization of the public service as well as political exclusion, and undermines the fight against winner takes all politics.
The Center deems the interpretation of who is a political appointee under Section 14 (6) in the Presidential Transition Act 2012 too broad and badly in need of review informed by best practice,” the statement added.

The CDO are a bunch of insane lunatics with very poor logical assessment of the 100 days of Nana Addo ; every government has initial problems when voted into power ; the NPP under Nana Addo is no different ; even Donald Trump in the US is having problems in his government; TO ME WHY ARE THEY NOT TALKING ABOUT THE ECONOMY BECAUSE 'IT IS THE ECONOMY STOOOOOOPID !!!!!!'; because to me the success of any democratic government is how successful the economy performs and nothese mediocre issues ; the economy is gradually been brought into line by Nana Addo ; the issue of the Delta Force is a purely party matter which has been condemned by Nana Addo and will be taken care of under the law besides the matter is in Court NOW !!!!!; as to the apointment of the 110 ministers did the CDO do a simple cost/benefit analysis of the numbers and strategic rational behind Nana Addos appointments because unlike Jon Mahama; Nana Addo has a pool of expertise -ONAAAPO !!!!!besides these ministers will be dropped as objectives are achieved ; as to the revolning door policy ; why should Nana Addo retain these NDC nation wreckers; incompetent ***barred word*** and stillers in important positions who will help undermine his government ; did the CDO think about what the NDC did in 2008 besides every government clears the political stables when they come to power regardless ; why should you keep an iditic DONKEYs like Allotey jacobs; KOKU ; Kofi Adams in various positions when you know these are KRIMINAL thiffs .
Governments all over the world never learn. After gaining power they don't listen to the public. These small additions of events will eventually add up for their defeat. They way the scandals have started I'm sure 8 years is all it may take to get fed-up with the NPP.
I am also disappointed with the CDD for its statement not because it criticizes the government but to say that the government has been silent on the infractions of these notorious vigilante groups is grossly misleading. Also for CDD to say that the appointment of 110 ministers flies in the face of the president's commitment to protect the public purse sounds to me like the CDD went fishing for issues to make a statement. It is so clear the president's commitment and measures the president has announced to ensure that the public purse is well protected. As we speak every minister under Akufo Addo has declared their assets. The president himself is using a 2007 model car and does not see the need to go for a brand new car now. The president has announced to the world that no minister or official under him will have the opportunity to buy a state vehicle. And from what we here, which i believe the CDD has also heard, certain contracts have been renegotiated to about 50% of the original cost. What more does the CDD want to know. I am not happy with 110 ministers myself but the president says, this is the number he needs to deliver on the very ambitious promises and programs he intends rolling out to move the nation forward. If you have nothing to say, please don't speak. This is a shoddy job by an institution like CDD. You can do better than this.
I think NPP must do away with the deputy regional ministers position. This will bring the number of ministers to 100. Still high though.....
It was NDC govt that prepare the winner take all type Presidential Transition Act 2012.... It is now biting them. All their appointees are being removed from office using the law.
