Former Auditor-General (AG), Daniel Yao Domelevo has responded to the Majority Leader in Parliament, Osei Kyei-Mensah-Bonsu’s claims that he set a ‘bad precedent’ while in office by making public the Auditor General’s report before Parliament even received a copy to scrutinize.
According to the majority leader, the move is a ‘bad practice’ which Domelevo introduced before leaving office – but maintained “it must stop”.
Hon. Osei Kyei-Mensah-Bonsu who was speaking on NEAT FM’s morning show on Thursday, (February 23, 2023) made reference to how the developed countries' Audit Generals work closely with parliament without leaking their final report to the public.
But Daniel Yao Domelevo argued that Mr Osei Kyei-Mensah-Bonsu’s claim is “false”.
“Go on the internet and you will find so many Auditor-General’s reports, it’s a good practice,” he said.
Mr Domelevo told NEAT FM’s morning show, 'Ghana Montie' that a union for Auditor-Generals allow reports to be published in the public.
“We have a group called the International Organization of Supreme Audit Institution, the group supervise all Auditor-Generals and they issue a standard to guide our works. Number twelve of the standard says all supreme audit are encouraged to publish their report because they owe duty and accountability to the public, not parliament.”
“Parliament is the representative of the people that is why the report goes to parliament, but that doesn’t stop the people who hold shares in the economy from knowing how the government is using their resources,” he explained.

Domelevo your mindset is very anaemic. Sort out your date of birth and come for constitutional tutorials. As has already been pointed out, the A-Gs office is a creation of the constitution and is mandated to report to Parliament, not the press
The Office of Auditor General is an officer of Parliament who assists parliament in it's oversight role over the executive branch of gov't. The audit report is supposed to be laid in parliament and the Public Account C'ttee which has oversight responsibility of the NAO reviews, questions gov't appointees in that oversight role. The A-G cannot be considered a branch of gov't like the judiciary, parliament and the executive. In that regard, it is not "independent" in it's own right but to the extent of it's duties to parliament.
You have attained more respect but I am disappointed in you responding the Sakora man of Suame who doesn't have anything to offer the Ashanti region and the people of Suame. Left with me alone, you should not have given him audience at all. Kyei Mensah didn't deserve your response as he is a ***barred word***.
Hmmmmmmmm, Mr. Domelevo, please come again. Your response is not apt. Why not keep quiet than this unacceptable explanation? What has the international body you claim you belong to got to do with our constitution and laid down procedures?

Aaww! Obviously, Mr. Domelovo has played to the gallery with this explanation. He has only demonstrated that he did not grasp the essence of the sovereign administrative processes established by the Constitution. He seems to even be saying that the Office of the Auditor General is superior to Parliament, or at best, at par with Parliament, and so they can all report directly to the people of Ghana. What a disaster of an explanation.
Domelevo , appears shallow in thinking and reasoning .The 1992 constitution is the reason for the establishment of Auditor-General and so if that same body direct you to submit your report to Parliament , that good for nothing man refereed to an international body via internet that the report should first go to public before to parliament . This is another low thing person and undesirable character to occupy the position . Between the 1992 constitution and International Organization of Supreme Audit Institution who is your source of establishment and power to act? That man was not the right person for the job and so Ghanaian should ignore him . He is a disaster
